Controlling number of characters:
As part of the same technique eliminate unnecessary characters, or at the very least eliminate them as POV characters. Therefore you can concentrate more on the ones who count. Fuck realism and the easy option of bringing on a new character to deal with a new plot development, instead work into the scene an existing POV character to give the scene more emotion. Eg. When character is chased by the police, tie in a main POV character to the action.
